To maintain connection with Shameen and to carry necessary supplies and Naval Stores steamboat company has run steamers to Canton since September last at a total loss of $110,168 up to end of February and is continuing at estimated monthly loss of $21,500. Losses are due to boycott conditions and figures verified by Treasurer. Company's action throughout was encouraged by this Government, and was essential for Shameen. No guarantee was given or asked, but the Company should not be allowed to suffer loss, and they cannot cont- inue running without payment of past losses and indemnity against future loss. The service given is of Imperial importance and the price cannot be debited to the Colony. Will His Majesty's Government pay, and guarantee future

payments.
